Scope & Content The Town of Windsor Sanitary District No. 1 Records relate mostly to the planning and construction of the town's sewage and water distribution system, and include lists of residential customers, lists of assessment bonds and bond holders, correspondence, engineers' plans, resolutions, water quality test results, contractor bids, and numerous financial records, including receipts, bills, and balance sheets. In addition, the collection contains filings with state departments who oversaw construction of public utilities, including the Public Service Commission and the Department of Health. Official documents include "Operating Rules for the Water Utility Department," "Specifications for Construction of Lift Station, Sewers, and Force Main," the Town's ordinance for the construction of the sewage system, and the original engineers' plans by Lakeland Engineers, Inc. of Madison, Wis. These items comprised the working files of Glen W. Wheeler, who served as Sanitary District Chairman during this period.
